Governance Training

Hanns Seidel Foundation (HSF), in collaboration with Civic Education Forum in Tanzania (CETA), is conducting a capacity strengthening training for 171 neighborhood chairpersons from Ilemela Municipal Council. The first group of 59 participants began their two day training on 17th November 2025 at PMG Conference Hall.
The event was graced by the former Member of Parliament for Ilemela Constituency, Dr. Angeline Mabula, who humbly shared her journey as a Hanns Seidel Foundation (HSF) Alumna in (2004/2005). She shared how the knowledge and experience she gained from HSF trainings played a vital role in her growth. Specifically in the political leadership both as a Member of Parliament and later as a Minister. She commended the Foundation for consistently organizing well prepared training materials and the use of experienced trainers leading to impactful training. She encouraged participants to fully engage during the training by asking all sort of question relevant in their day to day operations.
The Ilemela Municipal Council was represented by Mrs. Joyce Raphael, the Human Resource Officer, who emphasized the timeliness and importance of this training delivered by CETA with support from HSF. She noted that such valuable learning opportunities are rare in most of the municipalities and district councils hence she strongly encouraged full participation from all neighborhood chairpersons.
The key topics covered during the training included principles of good governance, the structure of local government, leadership protocols, legal frameworks, interdependencies and the powers and expectations of local government authorities. The training serves as an essential platform to equip local leaders with the knowledge and skills needed to better serve their communities in their neighborhood.
