Capacitating Village Chairpersons
Governance Training in Mbogwe District

Hanns Seidel Foundation (HSF), in collaboration with Civic Education Forum in Tanzania (CETA), conducted a two day capacity strengthening training for 85 village chairpersons from Mbogwe District Council, the participants of the training included (84) men and (1) woman. The training was held on 28th and 29th November, 2025 in Masumbwe. The training objective was to enhance leadership and governance skills among village level leaders.
The event was graced by Mr. Frank Gollwitzer-HSF Resident Representative. In his opening remarks, he emphasized the importance of full participation, noting that this specialized training on local level governance has proven impactful in other districts where it has been conducted. He encouraged village chairpersons to ask questions, engage actively and apply the knowledge gained in their daily responsibilities.
The community development officer and human resource officer from Mbogwe District Council attended the training on behalf of the council. In their remarks they highlighted the significance of the training, noting that village leaders have long expressed the need for such opportunities, which are often unavailable. They urged participants to take advantage of the practical and directly applicable training to solve governance challenges in their villages.
Key topics covered during the training included principles of good governance, local government structure, leadership protocols, legal frameworks, roles and powers of local authorities and effective community service delivery. The training aimed to equip village chairpersons with essential knowledge and practical skills to better serve their communities.
