The Hanns Seidel Foundation played a crucial role in facilitating the writing of "Police Administration and Law Enforcement in Tanzania," a book authored by the esteemed retired Inspector General of Police, Mr. Said Ally Mwema. The official book launch took place at the Rotana Hotel in Dar es Salaam on June 23, 2023, and brought together a diverse group of stakeholders, including active and retired police officers, as well as other key figures in the broader security community.


The book's central theme is community policing, with an emphasis on the need for organisational transformation, modernization, and professionalism of Tanzania Police Force. Modernization entails upgrading vital infrastructure, transportation, and operating equipment, as well as increasing human and financial resources. Furthermore, the book emphasises the significance of professionalism in the police force to improve the quality-of-service delivery and protection of institutional and legal frameworks.

The community policing approach is regarded as critical in fostering trust between the police and the people by emphasising shared responsibilities in addressing socioeconomic causes of criminal behaviour. It is envisaged that successful implementation of the recommendation in this book will strengthen police-community partnerships, ensuring effective peace and security maintenance. The book is aimed at a wide range of readers, including police officers, academics, policymakers, and students of criminology and policing studies, with the goal of encouraging creative thinking to solve dynamic difficulties in law enforcement.
